What the issue here is by linking it to aspect of good governance.
Strengthen the quality, transparency, and
inclusion in public perception processes required by the Constitution by
establishing an Office of the Public Perception. The office would be
mandated to conduct all public perception on behalf of all State and non-State
entities undertaking policy and operational initiatives that Constitutionally require
public perception. The Public Perception should keep a publicly
accessible and accurate record of public participation and be responsive to
institutions seeking its services. In addition to the role of strengthening the
transparency and effectiveness of public perception, add to the office a mandate
that enables public interest litigation in a way that is insulated from supplier/vendor
influence
