Performance management is a systematic approach in which the manager of an organization develop a shared understanding with the team members to achieve set organizational goals, improve efficiency and assess the individual performance of each team member with the aim of rewarding or motivating them. The approach has various limitations. For example, it is time consuming. Evaluation of employees based on a percentage performance appraisal takes long. Additionally, the performance appraisal may lead to discouragement of the employees leading to loss of productivity. Finally, it may lead to inconsistency of information regarding employees due to manager biases resulting from past interactions with the employees.

In the public sector, the process is time consuming since the number of employees is large and will be considered a wicked system. Furthermore, to avoid discouragement to employees, managers in the public sector should identify the positive and negative aspects that form the basis of appraisal to encourage improvements. Finally, the inconsistency in employee information due to the large number of public sector employees can be avoided by monitoring their behaviour so that it can be used during appraisal while avoiding biases.
