As James Gaston argues, that New Public Management (NPM) reforms brings in greater efficiency that leads to less democracy in government, several studies show arguments explain the argument that underlie his argument. As can be seen, several the first position is anchored in the NPM administrative philosophy. In addition, the NPM-proponents emphasize on competition mechanisms can lessen corruption cases that are being brought about by the public servants. However, there is a growing concern among the public in western democracies as well as among some public administration scholars. Besides, the assumption seems to be that ethical behavior will naturally follow an implementation of NPM reforms. Therefore, the NPM reforms bring in greater efficiency leading to less democracy.
