According to physics concept

Air pressure is caused by the weight of the air molecules above. This pressure causes air molecules at the Earth's surface to be more tightly packed together than those that are high in the atmosphere.

So atmospheric pressure

"P_0=14.7" lb/in^2=1atm

And here given

Gauge pressure

"P=11.5" lb/in^2

So

Absolute pressure = gauge pressure + atmospheric pressure

"P'=P+P_0"

=11.5+14.7

=26.2 lb/in^2
