PHP is a server-side scripting language used to build dynamic web pages and PHP is a little bit difficult to maintain.

In the question, requirements are high performance, secure, scalable, and easy to use the website. Keeping these factors in mind Python is more suitable than PHP. Following are the reason to choose Python over PHP.

• Security - We are developing a government website so security is over topmost and most important factor. According to a few reports python is one of the most secure programming languages. There are lots of frameworks in python which make sure that your data stays safe and with new updates security gets stronger in Python. In PHP there are various security issues.
• Scalability - In terms of scalability Python again beats PHP. Both PHP and PHP have multiple frameworks and libraries, PHP provides Laravel and Symfony whereas Python provides Django and Flask. PHP and Python are both scalable, but Python is more flexible and scalable as it supports machine learning, AI, etc support libraries and frameworks.
• Performance - In terms of speed PHP overtakes Python after the release of PHP7. For building a fast and easy-to-use website both languages will be good to use.
