What are the two necessary conditions Dahl
identifies as being critical to the presence of a
"polyarchy"? Is a polyarchy a democracy?
Polyarchy is basically the Rule by Many (making democracy available to everyone), a concept developed by Robert Dahl. He identifies two necessary dimensions for it to thrive;
Competition in democracy which triggers change in policies and Participation which adds weight to the political view of the marginalized.
Polyarchy is not democracy since it has a MUST conditions for its identity.
