What are the five primary criteria for maintaining a democratically consolidated state as articulated by Linz and Stepan? Which do you think are the most important, or are all five interlocked within a systemic model?
Democratic consolidation is the process by which a new democracy matures, in a way that it becomes unlikely to revert to authoritarianism without an external shock, and is regarded as the only available system of government within a country. Cornerstones of democracy include freedom of assembly, association and speech, inclusiveness and equality, citizenship, consent of the governed, voting rights, freedom from unwarranted governmental deprivation of the right to life and liberty, and minority rights.
I think all five interlocked within a systemic model and therefore they are all important.
