If you will be given the chance to sit as United Nation General Secretary, do you think China​ need to be penalized for being so careless in handling Corona Virus research that infected not only part of China, but the whole world as well? Yes/No? Why?

No, China did all its best to control the pandemic but since it was the first country to experience it, it hadn't learned about characteristics, and therefore it wouldn't have done much about it. It tried controlling based on minimal information that was available about the pandemic.
