Double-decker buses are very tall constructions on very limited track width.
The stability of any vehicle depends on the location of its center of gravity. (i.e. the perpendicular from the center of gravity, if it falls between its track-width, the vehicle will be stable.)
Lower the Center of Gravity, greater will be the stability when the vehicle is in motion.
Greater the height of the vehicle higher up will be Center of Gravity. This will make the vehicle still more unstable.
That is why double-decker bus is observed to have fewer passengers in the upper deck to lower the center of Gravity.
