GSM is a global standard descibing the protocols for digital cellular networks and it uses TDMA and FDMA.

Spread-spectrum techniques, however, implies using deliberate spreading of a signal in the frequency domain to get a signal with wider bandwidth. Spread-spectrum techniques do not deal with TDMA or FDMA.

That is why GSM is not a spread-spectrum technology.
