Flowing fluids, such as water, oil and air produce static charge why is it not as important to create static charge safety rules for handling flowing water as for handling air or oil?

Because both air and oil have relatively high dielectric constants (they make decent electrical insulators). Unless water is absolutely pure, it tends to be a rather good conductor, allowing differences in static charge to dissipate.
