I would consider relief as the best policy for preparedness and pre disaster programs.

There are ways through which disaster reduction measures :

1.Medical effects - its is measured by the direct and indirect effects of health on population like the acute diseases and trauma experienced.Increase in morbidity and mortality that relates to chronic diseases.

2. Psychological effects -They check on emotional instability, anxiety trauma ,stress reactions and other psychological symptoms.

3.Disruption of transportation -the measures put in place check on any significant delay in transport and any stoppage in the flow of trade.

4.Economic impart -A concentration is placed on the state of infrastructure and capital assets such as schools, bridges, dams or factories that are lost. They also look at human capital depletion through the lost lives.

5.Global environmental change-the measures concentrate on any landslides caused, they check on erosion prevalent. Water turbidity and quality. To add on that, disaster like earthquakes could result in fire,tsunami or soil liquification in the environment.

6. Social and political impact - the social aspects considered in checking the extent of damage are injury, sustained, exposure to weather hazards, pollution of water and poor sanitation are all social effects.
