As per the technique laid out by article 368 for amendment of the Constitution, an amendment can be introduced only by the introduction of a Bill in either House of Parliament. However, the determinations approving the proposed amendment must be passed before the amending Bill is presented to the President for his assent.
There are five basic ways through which the Constitution can be changed namely; the passage of basic legislation by Congress, actions taken by the President, key decisions of the Supreme Court and the activities of political parties. A constitution can only change when proposed by Congress. After the proposal, it must be approved by a two-thirds majority in both the House and the Senate before being sent to the legislatures in all the states. If three-quarters of state assemblies vote to approve a change, it becomes part of the Constitution.
