The statement means that some towns in Roman Empire depreciated in terms of the number of inhabitants and activity. The major reasons for vanishing have been connected to the invasion of the Balkans, and other external enemies. The second reason is over-expansion and over-expenditure in the military. Having a wide region made it tough to govern and develop the cities.
