1. Fair treatment and access to justice
Victims should be able to seek redress through official or informal procedures that are quick, fair, affordable, and accessible. Judicial and administrative systems should be developed and strengthened as needed.
2. Compensation
When compensation from the offender or other sources is insufficient, states should make every effort to provide financial compensation.
3. Restitution
When public administrators or other agencies operating on their behalf break state criminal statutes, victims should be compensated by the jurisdiction whose authorities or officials were liable for the damage.
4. Assistance
Health and welfare care, as well as any appropriate support, should be made available to victims, and victims should have easy access to them.
