Education policy encompasses educational concepts and government policies and the collection of laws and rules that regulate the operation of education systems. This concept has limits, and there are reasons to portray the complexities of education policy. The idea of educational policy as a linear process of policy formation and policy execution has been questioned, and it has been replaced with a more complicated approach. Policy development and implementation of policies are no longer regarded as two distinct processes in the policy process. The policy is also developed when implemented because numerous social processes occur (Honig, 2006). From this vantage point, the policy is communicated by many actors. It is also created as it is understood and applied, for example, by practitioners daily, even if unwittingly. As a result, participants are both policy receivers and policy agents.
