They include range of governmental authorities (ministers, and departments and other agencies) that often carry out specialist, technical, coordinating, and support roles in relation to constitution-making processes. They can include taking legal and administrative steps needed to establish constitution-making bodies, providing and managing funding for the process, organizing aspects of the process such as civic education or public participation, organizing transportation and meetings for a constitution-making body undertaking public consultation, providing security, providing legal advice or legislative drafting support, and developing and introducing into parliament laws to implement the constitution.

The following are some roles of government departments;

i.                   Education

The government's role in education is to ensure that all people receive quality education without discriminating some members of the society in regards to their race, gender, social status or religion.

ii.                 Social development

The government ensure that each citizen benefits from the social development in the country without prejudicing some.

iii.               Health

It is the responsibility of the government to ensure that all people living in the country have an appropriate access to hospitals and other health facilities. The health programs that the government provides must consider the diversity of its people, ensuring that both vulnerable and other groups receive treatments without challenges of discrimination.
