Yes, the basic rights of this learner have been violated. The student has the Right to freedom from slavery, the Right to liberty and security, the Right to an effective remedy if a human right is violated, the Right to social protection, and the Right to food, drink, and housing. In this case, the learner’s mother is violating his Right to liberty and security by not protecting him from abuse and strangers. Bringing buyers of the traditional beer to her home puts her son at risk of exposure to dangerous people. Similarly, his Rights to food, drink, and housing has been violated as the mother does not give him food and asks him to work at a nearby construction site to get money for food. She is subjecting him to child labor which is a violation of his security and liberty rights. Her drunk states put him further at risk, thus violating his Right to social protection from his parents.
