System theory is composed of the interrelated parts that adapt and change towards changes in the macro-environment. System theory explains how public relations help understands and manages an organization's relations with its stakeholders and the public who make up its environment. Systems theory is vital in coordinating the overall planning and aftermath execution of public relations activities within and without the setup of an organization. The theory embraces cooperation among the participants, including the larger society.

Systems theory specifically encourages the spirit of cooperation among the key stakeholders of an organization.  According to Gregory (2000), open systems encourage input from all stakeholders, which informs the activities an organization carries out more, especially the public relation activities, which are meant to boost the organizational activities. System theory advances a mechanism through the open system for the organization to adopt a mechanism that can enable it in planning and coordination all the public relations activities in order to achieve the desired goals or objectives.
