The amount of charge in the capacitor is:


"q = CU"

where "C" is the capacitance, and "U" is the voltage across the capacitor.

Since "C1>C2" it is only required to apply equal voltage "U" acorss each capacitor to obtain "q_1>q_2" ("C1" holds more charge than "C2" ).
