Two layers of cloth of equal thickness provide warmer covering than a single layer of cloth of dounle thickness. Why?

Two layers of cloth of equal thickness enclose between them a layer of air which is a bad conductor of heat and it prevents the heat of the body from going out while a single layer of cloth of double& thickness is not able to provide sufficient insulation of heat.
