If for instance I had a dinner plate that was about a foot and a half long and it fit in it 4 tins of paint (1 in the middle and three round the edge) held at the top by a plate of equal size and spun at 120 rpm, would the outer tins be mixed faster than the middle tin?

Yes one at outer tins mix fast as compare to those at centre. It is due to radius is more those tin at outer as compare to at centre. Thus Outer tin experiences the velocity of "\\omega\\times r"

r is more velocity is more thus mixing is fast.
