As we know, that the distance between the conduction band and valance band is zero in the conductor so when we allow very little energy externally to the metal then electron move from valance band to conduction, due to which it starts to allow the flow of current in the conductor.

Conductor can be of three type as solid conductor, liquid conductor and conduction in gases. In all the case the free electrons responsible to flow of charge in the conductor. It is because the energy given to the material is sufficient, so that electron used to move valance band to the conduction band and it becomes conducting in the nature.

The earth is also considered to be a conductor because it has unlimited supply of electrons which it can supply or accept, which allows current to be flow in the metallic parts of the circuit.
