Capacitors reactance is often determined by the frequency which only occurs in AC circuits. As the frequency reduces the reactance increases and when it gets to zero, where the circuit can be referred o as DC the capacitive reactance increases rapidly to infinity. This is since it acts as a very large resistance hence it is right to say that the reactance of a capacitor is infinite in a DC circuit.
