No, that is incorrect. Only AND gates would not allow the replacement of other types of gates. For instance, how would one invert a signal with AND gates? That is impossible. However, NAND gates give much more freedom to replace NOT, AND, OR, NOR, XOR and XNOR gates, that is why this different combinations of NAND gates can be ranked into a separated group with its own rules called NAND logic.
