What really can control people is different social and psychological phenomena (stress, pressure, manipulation, influence from more charismatic people, conformity and so on) and chemical substances which influence perception and behavior.
There is no evidence that people's actions can be controlled remotely like remote-controlled toys via electromagnetic radiation. Indeed, there are many cases when Neurophysiology achievements allowed scientists to look in some sense as people think and what they think, but they cannot make or force people to do something they don't want remotely.
At least someone needs to have physical access to people's heads to attach some sophisticated device that would send electrical signals to specific areas of the brain and can be controlled via mobile networks.
