When Whole is not equal to 1, a quarter of Whole is not equivalent to Quarter. Quarter of Whole is 0.25 if Whole is 1. If we take a Whole of 2 and divide it by Quarter, we get 0.5, which isn't a needed value.
A full pizza, for example, usually comprises 8 slices. Then there are two pieces in a quarter of a whole pizza. This isn't 0.25 slices.
