A Quarter of Whole is not equal to Quarter when Whole is not equal to 1.

If Whole is 1, then Quarter of Whole is 0.25.

If we take Whole that equals to 2 it's Quarter will be 0.5 that isn't required value.

There is a class of 40 pupils. 1/4 of them are girls. How many are girls?

40 represents the "whole", which means 10 is a "quarter" of the "whole".
