Conventional M&E refers to the ordinary design of monitoring and evaluating; it involves external stakeholders, [predominant indicators and scientific objectivity while participatory M&E is an old term that is associated with present-day thinking that determines ways of doing things in a top-down approach, it involves stakeholders such as project staff and community outside facilities. It also involves indicators pointed out by stakeholders. Participatory M&E is considered challenging because it involves complex quantitative methods and over-involvement of many stakeholders; their participation is not limited, thus complicating the decision-making process in some projects.
