Furthermore, workers nowadays are less likely to join a union. Therefore, the those who quit are not replaced instantly witth new members.
The union federation faced additional obstacles in the years leading up to democracy and the foundation of the new dispensation. The federation, no longer an enemy of the state, would undergo several changes in order to adapt to changing circumstances.
