 What action does Benton propose for improving the Mongolians? What would Helper think of Benton suggestion for treatment of the Mongolian race?

 He proposes that the sun of civilization should shine across the sea both socially and commercially. They should intermix so that they talk together, and trade together, and marry together. The moral and intellectual superiority will do the rest, the White race will take the ascendant, elevating what is susceptible of improvement—wearing out what is not... And thus, the youngest people, and the newest land, will become the reviver and the regenerator of the oldest.

 

Helper would think that there was a influence from the Mongolian side to push for their recognition in the US and whose immigration was of no use to the Us.
