Wilson's ideas about nations' conduct of foreign policy, including freedom of the seas and free trade, as well as the concept of national self-determination, which was achieved through the dismantling of European empires and the creation of new states, were included in the points, which were designed as guidelines for the rebuilding of the postwar world.The evacuation of all Russian territory and a settlement of all questions affecting Russia that will ensure the best and most free cooperation of the other nations of the world in obtaining for her an unhindered and unembarrassed opportunity to determine her own political development and national policy, and assure her of a sincere welcome into the society of free nations under institutions of her choosing; and, more than a welcome, assistance. This has anything to do with imperialism.The treatment Russia receives from her sister countries in the months ahead will be a litmus test of their good will, their understanding of her needs as opposed to their own, and their intellectual and unselfish sympathy.
