those who want to practise farming. The second argument is that after restitution the 

land issue should be handled by traditional leaders such as kings and chiefs.

The issue of land restitution should be handled through the collaboration of the state and the traditional leaders as both play a critical role in the restitution process. The government has control of all land issues while the traditional leaders have a clear understanding about the community surrounding them through experience and therefore they should not be ignored in the restitution process.
