A government in exile (abbreviated as GiE) is a political group that claims to be the legitimate government of a country or semi-sovereign state but is unable to exercise legal power due to its location in another state or foreign country. During World War I, for example, Germany conquered practically all of Belgium, although Belgium and its allies hung on to a small portion of the country's west. In contrast, a government in exile has lost all of its territory.
