Caregivers develop attachment behavior with the babies/toddlers by physical care. That is, the caregiver ensures that the toddler is protected from any physical harm; thus, the toddler continuously develops a positive attitude towards the caregiver thus developing the attachment. Also, they develop emotional attachment when the toddler is not feeling well or is crying, and the caregiver is there to offer the baby/toddler full support at any particular time.
