The main task for the government is to become more effective. M&E procedures can help the public sector evaluate its performance and discover the elements influencing service delivery outcomes. On the other hand, monitoring and evaluation is a highly complicated, interdisciplinary, and skill-intensive process. Monitoring and evaluation at the federal level are much more complicated since it requires extensive knowledge across and within sectors and linkages between planning, budgeting, and implementation. When government machinery is decentralized, with authorities and duties dispersed across three realms of government, the picture becomes much more convoluted. With its dispersed authorities and functions, this complex intergovernmental organization needs robust M&E systems to enhance coordination and minimize fragmentation.
