One of the factors that influence the implementation of a smart city system is the involvement of citizens in the decision-making process of every urban center: the residents of that urban center are given an opportunity to air their views and wishes before policies are made. Secondly, leadership also has an influence on the implementation: a strong leadership will push for the actualization of the objectives that had been set. Thirdly, the development of infrastructure for example ICT and new technologies has led to the development of smart city systems. This system has however been faced with some constraints for example reluctance by the local people to accept the change. Another constraint is technological constraint where there is less developed technology to actualize smart city system.
