Why are the liquids, carbons tetrachloride and water, immiscible? Why, then are the liquids, ethyl alcohol and water, miscible in all proportions?

Carbon tetrachloride does not contain polar groups and cannot form hydrogen bonds with water. As a result, this liquid is immiscible with water. However, ethyl alcohol has a hydroxyl group that forms hydrogen bonds with water making this two liquids miscible.
