Here Mn is metal ,magnese and other element is oxygen which is second most electronegative element in periodic table , hence Magnese (Mn) will posses +ve Oxidation state here and Oxygen will be in negative oxidation State ,

Hence Oxygen Has Oxidation Number = -2

Here "MnO_2" is a neutral compound hence Total Oxidation state=0, let the oxidation Number of Mn =k

hence "k-4"=0 , So "K=4"

So in "MnO_2" , Mn has Oxidation No =+4 & Oxygen(O) Has Oxidation No = -2.
