On-time enrollment and advancement at the right age, regular attendance, learning commensurate with national achievement criteria, a learning environment that is safe enough to facilitate learning, and fairly dispersed learning opportunities are all part of access to education. It is critical to ensure that advances in access to education are equal and do not boost learning opportunities for some at the expense of others, especially if the quality of learning and instruction varies greatly and is rationed by price or other factors that limit access. Improved equality is a prerequisite for a broader concept of access.
