In an attempt to curb the spread of the disease, government through the parliament must enact laws that will make citizens responsible and ensure that everyone adheres religiously to all safety protocols. Briefly discuss any three main characteristics of such laws.
In an event of a pandemic like Covid-19, countries develop emergency laws that help in curbing and managing the pandemic. The laws are meant to provide the government with clear ways of handling the pandemic. These laws have several characteristics.
1. The laws should address the complete life cycle of the emergency that includes all the levels upto recovery phase.
2. The laws should define any event that would cause a public health emergency.
3. The government should ensure that the laws adhere to human rights
