A local councillor has called a meeting of residents to address service-delivery issues which many residents have been complaining about. During the meeting the councillor distributes pamphlets which indicate some of the initiatives being undertaken to address the mentioned issues. However, many of the residents complain that the pamphlets are only in English and that they do not understand the English language. They also insist on being given the chance to pose questions to the councillor. At the end of his address, the councillor does provide an opportunity for residents to ask questions.
