As follows from the condition, the objective of the management is to save labor cost; the editors’ objective is to increase the quality of their work. The possible ramifications are workers who will get tired because they will have to work more to ensure higher quality within the same or even shorter time to save labor cost. Or the workers may be allowed to work from home to save the costs and this will increase the quality of their work. If I were the manager, I would choose allowing my team to work from home.
