If initially an action requires formal confirmation from the Legal Department, then it is illegal to perform this action without such confirmation. Therefore, you go to the legal department and consult what consequences can cause actions that your boss pushes you to. Without formal written orders, all responsibility rests with the executor, because it is almost impossible to prove a verbal order.
