so, are the changes conceptual or technical?

(a)Yes it's because devices are not disrupted when the user changes the laptop's point of attachment to the internet or an organization's network. Instead the network is updated with the location of the mobile node.

(b) There will be no changes conceptually. Technically, the IP addresses required will now be bigger, which requires bigger fields.
