Albeit a secure management network goes a long way toward securing the management of the network, it does not protect against all security threats; some of which could emerge from the inside. Moreover it doesn't highlight how to manage security threats that are directed at the production network itself, such as DOS attacks. Thus ignorance to these aspects, leaves a network dangerously exposed.
b. There are myriad of reasons for collecting data.
Accounting management is interested in using the data as the basis for billing and attributing usage data to the actual user while Performance management is interested in using the data for statistical purposes, such as getting a utilization of the network and detecting statistical trends.
Also because the data-collection requirements for accounting management are much more binding than for performance management.

He should implement host based intrusion systems and patching every vulnerability found.
