Agenda setting describes the ability to influence the importance placed on the topics of the public agenda. Principal actors are the President, the Congress, bureaucrats in the executive branch, and various forces outside of government including the media, interest groups, political parties, and the general public.The role of policy in an organisation is to: Provide general guidance about the organisation's mission. Provide specific guidance toward implementing strategies to achieve the organisation's mission. Provide a mechanism to control the behaviour of the organisation.
