When a balloon is rub with a shirt then both the objects become charged,leaving the balloon negatively charged.
a). is it mean that elecrons has been transfered to balloon?
b). if yes then is it means we have removed the electrons from the shirt i.e we ionized the atoms?
c) if NO then what is going on there?

This electron transfer is usually facilitated by rubbing. In essence, electrons are rubbed off of one material, and stick to the other.
