When a balloon is rub with a shirt then both the objects become charged,leaving the balloon negatively charged.
a). is it mean that elecrons has been transfered to balloon?
b). if yes then is it means we have removed the electrons from the shirt i.e we ionized the atoms?
c) if NO then what is going on there?

When two materials with dissimilar attraction to electrons come in contact, electrons may be transferred from one material to another, thereby making one material positively charged and the other negatively charged. This electron transfer is usually facilitated by rubbing. In essence, electrons are rubbed off of one material, and stick to the other.
Rubbing a balloon on shirt transfers negative charges (electrons) from the shirt to the balloon.
Answer: a) It is mean that electrons has been transferred to balloon.
