Solution (a)

24=21+3=(1+2+3+4+5+6)+324=21+3=(1+2+3+4+5+6)+3

This means, we need 6 filled rows and 3 can in 7-th row. 7 rows are needed. (b)

1+2+3+4=10<121+2+3+4=10<12

So, there are less then 12 cans in the first 4 rows.
