recent studies of corruption in the public service were described. One such was the procurement of Personal Protective Equipment (PPE) by the Gauteng Department of Health during the Covid-19 pandemic. describe how you would manage such misconduct.
refer to the following considerations: Manifestation of quiet corruption (eReserves: ADI) Nature of ethics and morality in the 21st century (PB: Chapter 1) Kohlberg’s theory on moral development (eReserves: Lynch et al.) Legislative framework available to public service managers to combat and prevent misconduct
Development of proper code of ethics in the business organization and clear indication of the objectives are ways in which the corruption can be stopped. Use of moral development theory as suggested by Kohlberg can only help if the person had that decent upbringing and is used to becoming ethical. However, it cannot be used to already grown-up people who had different upbringing in their society, making them to have a different code of ethics or different behaviors while working. Therefore, Kohlberg's moral development theory is only applicable if it was started early in the life of a person or if strict monitoring is done on the employees to observe the moral development conduct as stated by Kohlberg. Insufficient monitoring in this case will lead to a total disregard of the moral development theory and make the employees to go after their own interest.
